据了解，该规划一方面加强矿产资源勘查开发区域的格局优化和空间保障，促进能源矿产资源基地、国家规划矿区、重点勘查区、重点开采区和重要矿产资源储备区等建设。另一方面，明确矿产开发与永久基本农田、生态保护红线和城镇开发边界的协调要求，规范矿产资源开采有关工作，建立矿产资源勘查开发的空间管控体系，科学协调矿产资源勘查开发利用与底线保护的关系。
